EAST BAY — A drumbeat of federal probes into alleged corruption across the East Bay’s political scene began in Oakland in June 2024 and appears to have spread to San Leandro and Contra Costa County.
In January 2025, federal prosecutors indicted former Oakland Mayor Sheng Thao, her romantic partner Andre Jones and David and Andy Duong, the father-and-son duo who run the city’s contracted recycling company, on charges of bribery and conspiracy. They have all pleaded not guilty.
The FBI also separately raided the home of a San Leandro councilman in January 2025 and longtime Contra Contra political consultant in March 2025, in probes that remained active as of early April.
